In nearly all situations, it's the people who have either had too much to drink or don't know where the line is between being a supporters and being a dickhead that cause these problems. They make up a minute fraction of these teams supporters but everybody gets blamed for their actions.
Is it unfortunate that this happens? Yes
Should it be stopped? Yes
Can it be stopped? Short of having police actively control and herd supporters in and out of venues, No.
Its also the pack mentality. Because there is 20 guys in a brawl, the 21st guy thinks its ok because 20 others are already doing it, and also has others to go down with him.
Happens in schools as well... very rarely will 1 guy go and do something wrong... it is nearly always he and his mates.
