If it's a matter of the players being too tired after a match to attend post match functions why not have a pre-match function the morning/afternoon of the game? It would get more of the younger fans in since most post matches are past their bedtime and it would also help get people in the area earlier and watching youth matches.
prematch would be a no go
the players have a job to do in the game and need to be able to prepare in the way that most suits them and gets them ready for the game
having them attend a compulsory prematch function may be counterproductive
post-match is different - the pressure is off and any community work would not impede on their performance (aside from the need to attent to injuries)
