Given that there is talk of only around 6 clubs having the money (of which they are one) it looks like a dead duck anyway. Maybe it is time to talk ALM Reserves instead.

FA want it up and running by winter 2024, agree there was notice a few years ago to start getting ready. Difficult decision to be made about SU now you feel.
