The east/west split is the problem. They should be looking at the sum of coefficients of the participating countries to work out the appropriate split. Iran, for example, is surely due plenty of spots, but there are other countries whose clubs do bugger all.
To build interest in the tournament, surely it's important to allow more countries to participate as well, especially those with developing leagues (Thailand, Indonesia, Vietnam etc.) because it's the way of ensuring that there's a benefit to staying on the orthodox FIFA path and not going the way of the Indonesian Super League (or whatever it's called).
There might be a few blowouts, but there will be greater opportunities to participate in the group stage and the cream will make the knockout stages.
FWIW, 1+1 sounds about right for Australia. We're small, and we're not that good. 2+1 seems to me less of an over-allocation than Qatar's 4 though...
